Government Moves to Fully Digitise Public Payments with GIFMIS and GhIPSS Integration

The Government of Ghana has taken a major step toward modernising public financial management with the signing of a Service Level Agreement to integrate the Ghana Integrated Financial Management Information System (GIFMIS) with the Ghana Interbank Payment and Settlement System (GhIPSS).

This move officially begins the transition from manual cheques to secure, fully traceable electronic payments across all Ministries, Departments and Agencies (MDAs) and Metropolitan, Municipal and District Assemblies (MMDAs).

This integration forms the final phase of the GIFMIS and Government Integrated Payments (GIP) project, a collaboration between the Controller and Accountant General’s Department (CAGD) and GhIPSS. Its goal is to enable end to end digital payments with full visibility and accountability.

The Controller and Accountant General, Mr. Kwasi Agyei, described the transition as a necessary shift from slow and error prone cheque systems to a faster, auditable and more controlled digital environment.

The Deputy Minister of Finance, Mr. Thomas Ampem Nyarko, announced that the rollout will be phased, with the complete withdrawal of manual cheques by the end of the year.

The Head of the Civil Service, Mr. Aggrey Darko, also endorsed the reform, highlighting its importance for stronger governance and responsible financial management.

With this integration, Ghana strengthens fiscal discipline and accelerates its move toward a fully digitised public payment ecosystem that ensures transparency, efficiency and better stewardship of public funds.
