Zakari Mumuni - External Director/ 1st Deputy Governor

Dr. Zakari Mumuni is the First Deputy Governor of the Bank of Ghana, appointed in February 2025 as part of a new leadership team tasked with managing Ghana’s policy. A seasoned Ghanaian economist and central banker, Dr. Mumuni brings over two decades of experience in economic research, monetary policy analysis and operations, and financial markets supervision.
Since joining the Bank of Ghana in 2002, Dr. Mumuni has served in various technical and leadership roles, including Director of the Financial Markets Department, where he oversaw monetary policy implementation and market development. He previously headed the Modelling and Forecasting office, leading the Bank’s MPC’s core analytical team. His deep understanding of Ghana’s economic dynamics positioned him to serve as Special Assistant to the Governor, facilitating strategic coordination with the Ministry of Finance, the IMF, and other international institutions.
Dr. Mumuni holds an MPhil in Economics from the University of Ghana and a PhD in Economics from the University of Nottingham, UK. His academic work focuses on inflation targeting, exchange rate dynamics, and macroeconomic policy frameworks in low-income countries. He has published extensively in peer-reviewed journals, including the Journal of African Economies and the Review of Development Economics, contributing to policy debates on monetary policy and fiscal-monetary interactions.
Prior to his central banking career, Dr. Mumuni worked as a Foreign Service Officer in the Economic, Trade & Investment Bureau at Ghana’s Ministry of Foreign Affairs, and held teaching roles at the University of Ghana and Ashesi University. This multidisciplinary background gives him a well-rounded perspective on both domestic economic policymaking and international financial diplomacy.
As First Deputy Governor, Dr. Mumuni plays a leading role in the Bank’s Monetary Policy Committee and provides strategic oversight over policy analysis and operations, foreign exchange management, and research. His appointment is expected to strengthen the Bank’s capacity to anticipate and respond to complex macroeconomic challenges, especially in an era of rising digital finance, global economic volatility, and renewed efforts to deepen Ghana’s financial markets.

Clara B. Arthur - Chief Executive

Clara B. Arthur is the Chief Executive Officer of Ghana Interbank Payment and Settlement Systems (GhIPSS). She brings over 20 years of experience across banking, fintech, and national payment infrastructure. As CEO, she leads Ghanaʼs national payment system infrastructure, overseeing initiatives that strengthen interoperability, expand digital payment adoption, and advance financial inclusion. Prior to her appointment as CEO, she worked as a digital financial services consultant with global development institutions, including CGAP and the United Nations Capital Development Fund (UNCDF), advising on payment market infrastructure, regulatory frameworks, and remittance-linked inclusion strategies.
Clara previously served as General Manager for Projects and Business Development at GhIPSS from 2015 to 2019. In that role, she led the implementation of key national payment initiatives, including GhIPSS Instant Pay (GIP), the gh-link domestic card scheme EMV migration, Ghanaʼs mobile money interoperability platform and the expansion of the e-zwich agent network. Earlier in her career, she held senior leadership positions at Fidelity Bank Ghana and at eProcess International, the technology subsidiary of Ecobank Group, where she led digital banking projects, card system deployments, and regional switch integrations across multiple African markets.
Clara holds an MSc in Finance and Administration from the University of West London (UK) and a BA in Law and History from Kwame Nkrumah University of Science and Technology (Ghana). She has been recognized among the Top 100 Women in Fintech in Africa.

External Director / Rep. Ghana Association of Banks

Kwamina Asomaning was appointed Chief Executive of Stanbic Bank Ghana LTD in December 2020. He previously served as Executive Director, Corporate & Investment Banking of the Bank from 2010 to 2020. He began his professional career in 1997 at Cal Merchant Bank as a member of the Corporate Finance team until 2001 when he joined J. Kofi Bucknor & Associates, a boutique investment banking advisory firm.
Kwamina left Ghana in 2002 to pursue further studies in the United States. During this period, he had a stint with the International Finance Corporation (IFC) in Washington DC. Upon graduation in 2004, he worked with Morgan Chase Bank in New York as Associate, High Yield Credit Research. In 2006, he joined the Leveraged Finance Division of Goldman, Sachs & Co in New York and was promoted to Vice President in 2007.
He currently serves as a Non-Executive Director of Stanbic Investment Management Services, Stanbic Bank Holdings, and SBG Securities Ghana LTD and a member of the University of Ghana's College of Humanities Advisory Board and CH Group Advisory Board. He is also a former Director of Chirano Gold Mines, a subsidiary of Kinross Gold Corporation, Canada, and a former member of the Management Committee for the University of Ghana Business School. Kwamina graduated from the University of Ghana with a Bachelor of Science Degree in Business Administration and received a Master's in Business Administration (MBA) in Finance from the Wharton School, University of Pennsylvania. He qualified as a Chartered Certified Accountant in 1998 and completed the Advanced Management Program (AMP) at the Harvard Business School in 2019.

Johnny Klutse - External Director

Johnny Klutse is the Managing Partner at his firm. His practice spans transactional and advocacy work, representing private clients, corporates, and key government bodies. His legal focus covers Banking, Energy, Mining, Labour, and Land Law. Johnny has worked with teams responsible for drafting and review of Power Purchase Agreements and its tie-ins such as EPC Contracts, Owner’s Engineers Agreements, interconnection Agreements as well as Shareholder Agreements, Put/Call Option Agreements for clients in the energy sector. He has also advised some technology companies in their compliance issues with their regulators.
Johnny holds a Bachelor of Arts in History and Philosophy, coupled with an LL.B from the University of Ghana. Called to the Ghana Bar in 2011, he has built a reputation for legal excellence over the years. Currently, Johnny is pursuing an LL.M in Information Technology, a field that encompasses the legal frameworks and regulatory challenges presented by the rapidly evolving digital world. His interest in tech regulation and innovation reflects his commitment to staying ahead of legal trends, particularly as they relate to commerce, data security, and the complexities of cyberspace.
Johnny’s legal career is distinguished by a global perspective, shaped in part by a secondment with a British law firm in Dubai that provided significant advisory services to African governments like the Gambia in their regulatory framework for petroleum exploration. Prior to his current role, Johnny honed his expertise with reputable firms such as Legal Anchor and Ashong Benjamin & Associates. He is an active member of the Ghana Bar Association.

Perry Addo-Quaye - External Director

Perry Addo-Quaye, is a visionary technology and payments executive with 25+ years of progressive leadership across Africa, the Middle East, and Europe. His expertise spans digital payments, IT strategy, card systems, and fintech innovation—anchored by a rare combination of deep technical acumen and business foresight.
He has spearheaded the design and implementation of large-scale payment infrastructures and has led strategic transformation initiatives for multinational banks, fintech startups, and regulatory entities. Most recently, Perry served as Regional President and Managing Director for Ghana, Liberia, Sierra Leone, and Gambia across several international card and payment companies, overseeing business portfolios exceeding $20 million.
Beginning his career as an IT engineer, Perry built a strong foundation in systems architecture and cybersecurity before ascending into regional leadership roles that bridged technology with enterprise growth. He holds a Master of Science in IT Consultancy from London Metropolitan University, UK, and a Bachelor of Science in Computing from the University of Greenwich, UK.

Gillian S. Slater - External Director
Gillian Slater is a seasoned financial professional with 30+ years of experience obtained in several multinational organizations, all of which are recognised leaders in their own business sectors. Her finance working experience is international and spans three continents – Europe, USA and Africa. It is also distinctively diversified and includes several business sectors such as telecommunications, hospitality, logistics, construction, FMCG, banking, consulting and Oil and Gas. Aside from Finance, Gillian also has a strong audit and accounting background and has held Controller and Head of Finance and Accounting positions in several organizations globally. Among her previous positions held are Director, Financial Planning and Analysis for Marriott International (USA), Director Capital Planning and Analysis for US Foodservice (USA), Technology Controller, Financial Controller and Head of Finance Decision Support all for Vodafone Ghana and, CFO of UT Holdings, CFO of UT Bank and Director of Finance and SCM for Tullow Oil Ghana.
Some of Gillian’s key accomplishments include the lead role in the due diligence process and valuation of the entire franchise business of a leading Asian hotel chain, leading to $1 billion acquisition of the chain by Marriott International. She led the development of a capital long range planning process for the second largest US Logistics organization; US Foodservice, thereby assisting them to formulate a new strategic direction for $1.6 billion planned capital expenditure. Gillian led and singlehandedly valued the largest telecom subcontract deal worth over $80M for Vodafone Ghana and was closely involved in the selection and negotiation processes of the deal. Gillian has been critically involved in a number of successful rationalization, growth and turnaround strategies for several organizations. Gillian joined UT Bank as part of the turnaround team which engineered and proposed the split of the distressed bank into a good bank, bad bank structure. She was responsible for directing the turnaround of Tullow Ghana Finance. She stepped up the team and spearheaded the audit finance enhancement project which was a total transformation project to bring Tullow Ghana Finance performance to a much higher standard and delivery. Gillian provided leadership and steer for Tullow Ghana’s Supply Chain Management team where she also led change management and improved government working relationships.
Gillian has held consulting positions as subject matter expertise with the Big 4 Accounting firms locally and with other international organizations.
She is Board Chairman for Services Integrity Savings and Loans, a board member for First Atlantic Brokerage and previously was also the Board Chairman for the University of Ghana Enterprise Limited, as well as a member of their investment committee. She holds a combined degree in French and Linguistics from the University of Ghana, Legon, holds an ACCA certification and did her MBA studies at the University of Westminster, UK.

Major Davison Mensah-Kabu - External Director

Major Davison Mensah-Kabu is a professional software engineer and seasoned technology strategist with nearly two decades of experience across the defence, fintech and cybersecurity sectors. He currently serves with the Ghana Armed Forces’ Directorate of Information Technology, where he has led transformative digital initiatives, including the deployment of military-grade recruitment, payroll and integrated workflow management systems. His expertise spans the design and implementation of secure, scalable digital platforms, blockchain solutions and regulatory compliance systems, positioning him as a driving force in aligning IT innovation with institutional goals.
Prior to taking a full-time role with the Ghana Armed Forces, Major Davison Mensah-Kabu co-founded TrybeNet Limited (TrybeNet), where he led the development of bespoke software solutions for government and financial/FinTech agencies. Notable among these are public-facing e-recruitment portals for national security agencies, the Prisons Service Inmates Management System and the deployment of secure rails to connect global Money Transfer Operators (MTOs) through remittance aggregation APIs into domestic mobile money (MNO) wallets. His deep involvement in identity verification systems, AML/KYC/DD systems and AI-driven automation tools reflects his commitment to advancing digital financial infrastructure in Ghana.
Academically, Major Mensah-Kabu holds a BSc in Computer Science and postgraduate qualifications in Cyber Defence and Management Information Systems. He is a certified Project Management Professional (PMP), AWS Solutions Architect and Certified ScrumMaster. He is also an alumnus of the Ghana Armed Forces Command and Staff College and a member of the Ghana Institute of ICT Professionals (IIP-GH). His blend of military discipline, software innovation and cybersecurity acumen makes him a valuable addition to the GhIPSS Board, bringing a unique perspective on digital resilience, regulatory technology and inclusive financial transformation.

Adolph Kpesese - External Director
Adolph Kpesese is a results-driven technology executive with nearly two decades of leadership experience spanning telecommunications, satellite communications, digital broadcasting, and financial technology. As Chief Technology Officer at a leading ICT and broadcast infrastructure organisation, he oversees the strategic planning and execution of large-scale national and regional projects across Africa, including satellite teleport operations, rural connectivity solutions, and digital broadcasting modernisation.
Renowned for his ability to bridge technical innovation with commercial impact, Adolph has successfully led enterprise transformations, cross-border infrastructure rollouts, and the deployment of mission-critical technologies. His career includes senior roles in international sales, cybersecurity, cloud architecture, and systems integration, where he consistently delivered value through strategic partnerships, stakeholder alignment, and operational excellence.
With a deep understanding of emerging market dynamics and a forward-looking approach to digital inclusion, his expertise lies in aligning technology investments with business growth, enabling public and private sector clients to scale securely, efficiently, and sustainably in an increasingly connected world.

Kristopher Senanu - Board Member
Kris Senanu is the Chairman of Blackrock Capital – Kenya, a boutique private equity firm focused on Africa’s rapidly evolving technology ecosystem.
For more than 25 years, Kris has been at the heart of Africa’s Tech, Fintech, and Digital transformation bringing together corporate leadership, entrepreneurial spirit, and venture capital insight to build and back businesses that matter.
At just 35, he became the youngest Managing Director of East Africa’s first publicly listed technology firm, guiding it from inception to acquisition by the global NTT Group. He was later headhunted by Helios Capital to lead the turnaround of Telkom Kenya, where he drove a bold digital reinvention centered on innovation and customer value.
A passionate entrepreneur and salesman at heart, Kris then joined Safaricom as Chief Enterprise Officer. At Safaricom, he strategically pioneered Cloud, IoT, and Government Digitization services firmly establishing the enterprise business as the go-to partner for digital transformation in Kenya’s public sector.
A Fellow of the Chartered Institute of Marketing and an MBA graduate of Warwick Business School, Kris combines deep strategic thinking with a genuine passion for people. He is a widely respected advocate for Africa’s tech-driven future, serving on multiple fintech boards, and advising startups, scale-ups on how to grow sustainably and lead with purpose.
Today, his greatest fulfillment lies in shaping the next generation of African tech leaders. Through personal mentorship, curated masterclasses, and transformative boardroom engagements, he empowers young CEOs to lead boldly, act ethically, and build businesses that impact communities.

Angela Mary Dei-Awuku - Board Member

Angela Mary Dei-Awuku is an experienced Human Resource and operations professional with a strong background in asset management and financial services. She brings a blend of strategic people management expertise and operational insight developed over nearly two decades in the investment and brokerage industry.
Angela served as a Human Resource Consultant at Intermarket Asset Management, where she provided advisory support on talent management, organizational development, and process optimization.
Her career spans key roles at CDH Asset Management and CDH Financial Holdings, where she held leadership and operational positions including Assistant Manager–Operations and Settlement Officer. Through these roles, she has developed expertise in operations management, client relationship management, compliance processes, and financial analysis.
Her professional strengths lie in aligning people strategy with business objectives, strengthening operational systems, and fostering high-performing teams. She holds an MBA in Human Resource Management and a BA in English and Classics from the University of Cape Coast.

Roma Lokko - Board Secretary
Roma Lokko is a seasoned legal practitioner with over a decade of experience spanning private legal practice, banking, and telecommunications. Her expertise covers corporate law and ethics, international finance, compliance, and corporate governance.
She began her legal career at LithurBrew & Company, rising from intern to Associate and advising high-net-worth individuals and corporate clients both locally and internationally. She went on to serve in key legal and governance roles at UMB Capital and Universal Merchant Bank, and later joined MTN Ghana as Manager, Company Secretariat.
Roma currently heads the Legal & Compliance Unit at GhIPSS and serves as Board Secretary, providing strategic legal counsel and ensuring sound governance and regulatory compliance.
She holds a BA in Philosophy and Theatre Arts and an LLB from the University of Ghana, and an LLM (with distinction) in Corporate and Commercial Law from Queen Mary University of London. Roma was called to the Ghana Bar in 2012 and is a member of the Ghana Bar Association. She also serves on the Clearing House Arbitration Committee and the Legal Working Group of the Payment Systems Advisory Council.
Known for her independence, precision, and results-driven approach, Roma is also a strong team player with excellent communication and analytical skills.
